Clarence Fulcher died from an unspecified illness on 2nd October, 1916, while in England. During the First World War, HMS President was what was known as a ‘stone frigate’, not a ship but a building in London and it was an accounting base for sailors which they were assigned to when between ships. Basically it was an office that among other things, acted as their paymaster. |
